I know it's apples & oranges but NAIA allows each team to take 12 wrestlers

To their conference tournament, with no more than 2 per weight class. So you can double up on a couple weight classes, or have 2 kids each at 6 different weights if your team worked out that way. So one team could theoretically get 2 kids in the NAIA nationals at the same weight class...

Hopefully West Virginia Tech (I refuse to use the WV"U" Tech name, or WVU-Beckley :-) ) does that at 133 this year :-)

I'm not sure about NCAA Div 2 and 3...
